Majority of Americans believe key American Rescue Plan provisions, actions taken by President Biden, and Build Back Better Act are effective at lowering costs

WASHINGTON, D.C. – This morning, Navigator Research released new polling that shows the Build Back Better Act is not just popular, but is gaining in support, with nearly two in three voters backing the legislation. In addition, the American people also believe the legislation will address concerns about prices, with seven in ten voters saying that the Build Back Better Act will be effective at helping bring down costs facing American families. The legislation directly lowers the cost of living by bringing down the cost of health care, child care, elder care, prescription drugs, utility bills, and more.

The American people also recognize that efforts President Biden and leaders in Congress have already taken are effective ways to lower costs, with several provisions of the American Rescue Plan and other executive actions receiving support from at least two in three Americans.

New polling from Navigator Research underscores the popularity of President Biden’s Build Back Better Act and the importance of passing this legislation to lower costs for Americans: 

  • 63% of Americans support the Build Back Better Act when given a brief description of the legislation.
    • 81% of Black Americans support the Build Back Better Act.
    • 72% of Hispanic Americans support the Build Back Better Act.
    • 69% of AAPI Americans support the Build Back Better Act.
    • 58% of White Americans support the Build Back Better Act.
  • 64% of Americans support the Build Back Better Act when given a brief description of how the legislation will be paid for.
    • 88% of Democrats support the Build Back Better Act when given a brief description of how the legislation will be paid for.
    • By a 23 point margin, Independents support the Build Back Better Act when given a brief description of how the legislation will be paid for.

The American people also think many actions already taken by President Biden and leaders in Congress are effective at lowering costs:

  • 70% of Americans, including 62% of Independents, believe that the “plan that will level the playing field for working families by letting Medicare negotiate lower prescription drug prices and bringing down the costs of child care and of utility bills” will be effective at “helping bring down the costs facing American families.”
  • 69% of Americans, including 60% of Independents, believe that the American Rescue Plan’s “new health care reforms that lowered the price of health insurance for millions of middle-class Americans and working families who buy their own insurance” will be effective at “helping bring down the costs facing American families.”
  • 65% of Americans, including 58% of Independents, believe that President Biden’s action to “[issue] an executive order lowering food prices for items like meat for consumers, increasing earnings for farmers, and lowering the costs of hearing aids, among other things” will be effective at “helping bring down the costs facing American families.”
  • 66% of Americans, including 61% of Independents, believe that the American Rescue Plan’s Child Tax Credit expansion will be effective at “helping bring down the costs facing American families.”
  • 66% of Americans, including 60% of Independents, believe that President Biden’s action to “[crack] down on illegal price fixing and speculation by gas companies and [announce] the largest release of gas in American history from the U.S. Strategic Petroleum Reserve to get gas prices under control” will be effective at “helping bring down the costs facing American families.”
  • 65% of Americans, including 61% of Independents, believe that President Biden’s action to “[ease] up bottlenecks at America’s ports to move goods from ship to shelf faster, easing supply constraints and helping to bring down inflation caused by supply shortages” will be effective at “helping bring down the costs facing American families.”
  • 64% of Americans, including 55% of Independents, believe that the American Rescue Plan’s Earned Income Tax Credit expansion will be effective at “helping bring down the costs facing American families.”
